Sun pillar, not actually at Howhill but between Middleton-in-Teesdale and Barnard Castle on the B6277.
It was a long duration effect: I first spotted it well before Middleton but couldn't find a place to stop with a clear view. The sun is still below the horizon, and is not the blob at the bottom of the pillar.
Visit http://www.sundog.clara.co.uk/halo/pillar.htm for more images and an explantion of how sun pillars are formed.
